Important Notice:

Passport applications are required to be filled in online at https://embassy.passportindia.gov.in/ Best viewed in Internet Explorer 9.0 and above (Please do not use Apple computer or phone). After completing application online, please print the filled form. Submit the completed form to the High Commission along with relevant documents and fee payment confirmation.

Where & how to send the Application? 

 (All applications are required to be completed online.)

  • Applicants are required to do one time registration at https://embassy.passportindia.gov.in/ (Passport Seva at Indian Embassies and Consulates) and create a USER ID.
  • Login using the newly created USER ID and fill in the user-friendly application form online at the same portal. 
  • After submitting the form online, take a printout of the application.

  1. GENERAL INFORMATION:

 

  • Your passport is a valuable document. It should always be either in your own custody or in the custody of a person duly authorized by you. If lost or stolen, the fact and circumstances should immediately be reported to the local police station and police report obtained; and to the nearest Indian Mission.
  • It is an offence under the Passports Act, 1967 to furnish false information in the application. Passport facilities can be denied on grounds of suppression of factual information, submission of false particulars, wilful damage of passport and for making unauthorized changes in the passport.
  • Your passport can be impounded or revoked by the Government of India under the provisions of the Passports Act, 1967, in which event you will have to surrender the passport to the nearest Indian Mission.
  • Mode of Payment of Fees : 
  • At High Commission’s Counter – payable by Debit Card/ Bank Cheque only
    (Bank Cheque should be drawn in favour of High Commission of India, Port Morestby)

  • Fees once received will not be refunded under any circumstances, even if the application is withdrawn by the applicant or services are not provided to the individual if his/her case does not qualify for that particular services.
  • A passport should not be sent out of any country by post. All application sent through post/courier must be accompanied by self addressed courier pack. Please check with your courier company regarding delivery status of your application.
  • We are unable to entertain any telephonic/fax/e-mail queries regarding receipt of applications, status passports or miscellaneous services before expiry of the time limit indicated for processing the different services.
  • Processing time of applications is reckoned from the date of receipt of completed application forms at High Commission of India.
  • A new passport can be applied for immediately on expiry, or up to one year before expiry, of any passport, which had an initial validity of ten years. The application for a new passport should be submitted along with the existing passport and the requisite fee of Kina 291  for a 36-pages passport booklet and  Kina 385 for 60 pages passport booklet.
  • A Minor up to the age of 15 years is issued with a passport of five years validity for a fee of Kina 197. The minor’s passport application must be accompanied with attested copies of parents’ passports.
  • In case more than one year has lapsed since the expiry of the passport, the applicant will need to submit  a letter confirming "Denial of Papua New Guinea/Solomon Islands Citizenship".
  • Normally, it takes upto 15 working days to process and issue a new passport.  However, if the old passport is not issued by High Commission of India, PORT MORESBY, it may longer, subject to the clearance from the concerned authorities.
  • The issuance of a new passport in lieu of a passport issued by passport issuing authority other than this High Commission depends on the clearance from the passport issuing authority, from where the existing passport was issued.
  • Change in appearance : Applicants may apply for re-issue of valid passport for change in appearance subject to personal interview with the passport officer, whenever required. This will also apply to SIKH applicants who intend to go for re-issue of valid passport, renewal of passport due to change of appearance from turbanised photograph to clean shaven photograph and vice versa.
  • TATKAL Passport: This service has been suspended w.e.f. 25th November, 2015,  as foreign Governments/ Airlines may deny Travel, Visa or Entry to any person travelling due to strict enforcement of rules on Non Machine Readable Passports / Hand Written Passports.
  1. First Passport for a Child born in Papua New Guinea/ Solomon Islands

A child born in Papua New Guinea/ Solomon Islands on or after 03.12.2004 shall be a citizen of India by descent, if either of the parents ( father or mother ) is an Indian citizen at the time of birth of the child and the birth of the child has been registered with The High Commission of India, Wellington within one year of the birth. Parents of the child have to submit a declaration that the child does not hold passport of another country.

  • Complete the birth registration form for Indian Citizenship by descent online at: https://indiancitizenshiponline.nic.in/Home.aspx (please select last registration method from the list i.e. "Registration of birth of a minor child at an Indian consulate under section 4(1) of the citizenship act, 1955" ). In case of any difficulty in filling the form, please see the step by step guide.  

The birth registration form must be signed by both parents AND must be attested by a Notary Public/Oath Commissioner. (If both the parents are coming in person for submitting the application to HCI Port Moresby, attestation from Notary Public/Oath Commissioner is not required).

Birth of the child MUST be registered with High Commission within one year.

  • If your child is also citizen of Papua New Guinea/ Solomon Islands by birth:

A confirmation letter from the Papua New Guinea/ Solomon Islands Passport office, Department of Internal Affairs, Papua New Guinea/ Solomon Islands confirming the child has not obtained a Papua New Guinea/ Solomon Islands passport.

Applicants may apply for re-issue of valid passport for change in appearance subject to personal interview with the passport officer, wherever required.   • A woman applying for change of name/surname in existing passport due to marriage;
  • Divorcees applying for change of name OR for deletion of spouse’s name in existing passport;
  • Re-married applicants applying for change of name/spouse’s name in passport

The applicant may use any courier service (with tracking facility) of their choice and are advised to keep the tracking numbers with them as High Commission of India will not take any responsibility in case the courier is lost/misplaced/damaged or delayed. Please do not send the application via ordinary post. Before making any status enquiry about the application please check with the courier service whether the application has been delivered to our office.

  • Interview with Passport Officer may be required on case to case basis.
  1. Emergency Certificate

Emergency certificate is a one-way travel-one-time document, which is issued to Indian nationals who do not hold valid Indian passports and need to travel back to India. It is usually issued to persons detained by Papua New Guinea/ Solomon Islands authorities who are to be deported back to India and to Indian nationals who wish to travel to India on an emergency basis. The following documents will be required for this purpose:

  • All applicants must complete online Emergency Certificate Form At: https://embassy.passportindia.gov.in/ Best viewed in Internet Explorer 9.0 and above. Online Application should be accurately filled and signed after taking the printout. 
  • Five recent passport-size photographs
  • A copy of previous Indian passport, wherever possible
  • Police report in original if the Passport is lost (the Police report MUST include Passport number) 

  • Proof of Indian nationality if passport is not available
  • One way travel Itinerary
  • Fee : Kina 65 and for fees. 

Note : Please do not make firm travel bookings before receiving the Emergency Certificate.

Processing Time: No maximum time can be prescribed – it depends on time taken to verify Indian nationality

  1. Specifications for the Passport photos
  • The image should be 2 inches by 2 inches;
  • The image must have adequate brightness and contrast;
  • The skin tone should be natural.  In case of over-exposure or under-exposure of the photo, the skin is either too dark or too light, photo will not be acceptable;
  • It should show a close up of the head and (partial) shoulders;
  • The image should be straight looking, centred  with neutral expression;
  • Face should be in sharp focus and clear with no ink marks/creases/lines;
  • The face (from forehead edge to bottom of chin) should be 70 to 80% of the photo or one inch height;
  • The eyes must be open and no hair obscuring the face;
  • Prescription glasses if worn should be clear and thin framed and should not have flash reflection or obscure the eyes;
  • Head coverings, hair, head-dress or facial ornaments should not obscure the face;
  • The photo must have plain  light background;
  • There must be no other people or object in the photo;
  • The lighting must be uniform with no shadows on the face or behind;
  • Red eye photos are not allowed;
  • No lines are allowed.
  1. Processing times

However, the time taken to process an application also depends on the following factors such as; the city / country where the previous / old passport was issued, your current visa status, etc

Please keep in mind that incomplete applications will lead to a delay in the processing of an application, and all applicant(s) are requested to comply with any changes that may occur during this time.

You are requested to make your travel arrangements only after receiving relevant service. HCI will not be liable for any claims of inconvenience/ penalties, applicant need to make changes in their travel plans owing to the delays and/or any inconvenience caused due to any rejections. 

  1. Status Enquiry

  • Applicants can check the status of their applications online at https://portal6.passportindia.gov.in/Online/index.html
  • No telephonic/fax/e-mail queries regarding receipt or status of applications will be entertained before the time limit indicated for processing the application. 
  • Before making any status enquiry about the application, please check with the courier service whether the application has been delivered to our office and on which date. Processing time of applications is calculated from the date of delivery of completed applications at the High Commission.

  • Only the completed applications will be accepted for processing. Incomplete applications will be returned.

  1. Emergencies

Holidays, business trips, confirmed bookings made before obtaining passport do not qualify as emergencies and will not be treated as such. Emergencies by definition refer to unexpected urgent situation. Emergency applications must be supported by documentary evidence.

The High Commission of India has the jurisdiction over Papua New Guinea/ Solomon Islands

Applications for all passport/consular services are received at the counter from 0930 hours to 1230 hours on all working days.
